Q: Why do Sepharadim wear Sisit inside the pants? Is it kabalistic? Fear of persecution? or both? Is there anything wrong with wearing them out?

Rabbi Zargari:The reason why we wear sisit inside is indeed kabalistically derived. It is best to preserve our minhag of wearing sisit inside; however, there’s nothing hallachicly wrong with wearing the sisit out if someone truly wishes to do so.
